Zenoss is a great tool and like Mat said it can be used as part of the system.
Other Free Open Source applications you can use are Babel Enterprise an PandoraFMS. This can be used beyond the realm of IT to monitor any data like Stock Prices, any service and create Compliance, Policies and SLA.
