The tickets that are closed usually refer to a diff # that has the fix for the defect. I wouldn't recommend applying every patch you see since they haven't been thoroughly QA'd, but if there is a specific error that is impacting you you should be able to run:
zenpatch 9842

Also note that the symlink is a good work-around if you don't want to patch. Patches that aren't in the 2.2.X branch will get cleared out if you upgrade to later 2.2.X builds (look for the keywords zenoss-2.2.4-accepted, where 4 is the next version).
