Simple - just set the alert count value to > 5 or so... The cycle is 60 seconds for many things, but check the actual cycle times in your collectors. Then divide the time (5 minutes) you want to wait before an alert by the cycle time, and get the count value to put in.

You can also often increase timeout values for SNMP and retries before generating any event....
