It makes sense, and it is intentional. The Google Map will only
display one level of the hierarchy at time. You can actually drill
into the map to enter locations and see the sub-locations within it
mapped if you use increasingly specific addresses for your locations.
If you want all of your locations to show up as dots on a single map
you need to flatten them out.
