In the meantime, you can use addresses like "Maryland" for coarser- grained logical organizations, assuming your sub-sub-locations where things like "Annapolis" or "Baltimore".

Ah ok then, I asume to drill down in the map the sub-location would need an address?

In our setup any sub-location that contains sub-sub-locations does not have an address itself, it is purely used to logically organise. I'll have to have a bit of a rethink.
