Thank you for the Reply. I think I figured out the problem. I am running a distributed monitoring system. Everything that was on the Core Device (localhost) could and was being pinged, everything on the remote collectors wasn't.
I enabled Zenping on the distributed system going against the documentation of commenting it out in $ZENHOME/bin/zenoss. I am not sure if this is correct or not, but It worked.
