I'm not sure how well this works, but you could try setting your alert
to require count > 1 ...

One idea I have is to define the Data Source as a Severity Info, then create a corresponding Threshold with a Severity of Warning and an Escalate Count of 2. That doesn't seem to work though. The alerts are still posting as errors.
