Two methods:
1. Set an alerting rule to insert a delay when sending email/page. This will generate an event, but not an email/page. 2. Setup escalation so that the first time it is down it would have a low severity and each time it occurs, the severity is increased. You can then set your alerts based upon severity to control alerting.

One idea I have is to define the Data Source as a Severity Info, then create a corresponding Threshold with a Severity of Warning and an Escalate Count of 2. That doesn't seem to work though. The alerts are still posting as errors.
