Zenoss will create its own RRD files when it can get data to put in 
them. Usually this means somehow the collector isn't getting any data 
for that OID. Are you getting any events like OID XXX is bad?

With WMI it usually is because theres something stopping Zenoss from 
querying the WMI info, a firewall, a permissions issue or a bug somewhere.

chardy's suggestions are good ones. You can also view logs right from 
the Web UI via settings -> daemons and the various log links there.

That said, you wouldn't be able to add a Windows device in the default 
manner if SNMP wasn't responding at all. It's more likely you don't have 
Informant on the Windows server (and are using the default template for 
Windows).

With WMI, it may well be you've not set up the user account right, or 
you've got a system that doesn't like Zenoss. If you're using Windows XP 
or Server 2000 - 2003R2, 2.2.x works fine, and you should be able to use 
2.3 also barring bugs in the new code. If you're targeting Vista or 
Server 2008, you have to use 2.3 as 2.2.x doesn't support those OSs.

Beyond your RRD files missing, are you getting any events / errors in 
the logs?
