Zenoss Core is not going to do what you want. Zenoss Enterprise / ISP/ whatever *could* (perhaps), but would be way overkill, and expensive.
2 showstoppers is Zenoss doesn't do dynamic IPs out of the box, and I understand it is a little hit or miss getting it to work with custom modifications, and that Zenoss Core doesn't do any sort of granular permissions out of the box and the custom stuff to try and do that seems well beyond what you'd likely want to do.
