I had the same problems since version 2.3.3 with monitoring devices, which are connected via WAN. Devices on the LAN, however could be monitored without an error. Cause was that the firewall blocked WAN connections, as more than 160 TCP connections per minute has been opened from Zenoss.
After I had increased sufficiently the limit in the firewall to allow more connections from the Zenoss server, this problem did no longer occur. If your problem appears only for WAN and not for LAN devices, it is definitely a firewall problem.
