I am seeing this same issue on my 2.3.3 when trying to monitor a public IP
through zenping. A tcpdump capture shows that when zenping is running, only
echo requests are traversing the wire. When I stop zenping and turn on a ping
cronjob to run once a mintue like zenping, I see echo and replies on the wire.

The thing is zenping SOMETIMES works...which makes me think it's not a firewall
issue. I would think the firewall would just always drop that packet id it
didn't like it. I am using a Cisco 3000 on my end.

Has anyone else seem this? This could be a huge problem. Being able to ping a
device if it's up is sort of a critical job of an NMS.
