I have experienced the same problem with the zenmodeler daemon. Zenoss is very disk write intensive so disks are often the bottleneck. Therefore cpu gets stuck waiting for the disk to complete writing data. Setting up your server in a RAID configuration is very much recommended.
I'm currently running zenoss with 800 devices on 1 server in a RAID 10 configuration.
