Oliver, I'm believe there is a way to make alerts only fire after a certain 
amount of time, however I've not done that before. You can configure email 
alerts to only be sent during business hours though.

Go to Settings->Users, and pick the user that is currently sending the emails. 
You can then setup an alerting rule, and apply a schedule to that alerting rule 
that will allow you to have those emails only sent during business hours.

Hopefully someone else has an idea on your other questions.
