I'm wondering if the issue is a missing pango modules configuration file? Can you see if you have an /etc/pango/pango.modules file?
If not, could you try generating one via: /usr/bin/pango-querymodules > /etc/pango/pango.modules followed by a Zenoss restart. Glenn p.s., If you do have a pango.modules, perhaps regenerating that file would help.
