HMG to form committee for supervising 38-pt action plan

KATHMANDU, Feb. 24: His Majesty?s Government has decided to constitute a Dalit 
and Indigenous Nationalities District Coordination Committee for supervising 
programmes targetting the neglected, oppressed and downtrodden communities and 
the indigenous people and nationalities. The programmes are being implemented 
as per the 38-point action plan issued by the Local Development Ministry. 
The 38-point action plan is aimed at rendering of effective services to be 
provided by the local bodies. 
According to the Ministry of Local Development, a decision has also been taken 
for designating a responsible section and person in the District Development 
Committee (DDC) for the facilitation, co-ordination, monitoring and evaluation 
of these programmes in the local bodies with the objective of devolving onto 
and implementing these programmes at the local level as per the spirit of 
decentralisation. 
Similarly, a decision has been taken to designate a liaison section and 
individual for bringing about ease in the task of making services at the 
municipalities more accessible to the women, dalits, indigenous communities and 
nationalities. 
The chairperson of the District Development Committee will be the convenor of 
the Dalit and Indigenous Peoples and Nationalities District Coordination 
Committee while the convenor of the DDC?s Social Committee, the mayors of 
municipalities in the district, the Chief District Officer or the assistant 
Chief District Officer, the chief of the District Police Office, the Local 
Development Officer, the executive officers of the municipalities in the 
district, the District Education Officers, the Public Health Officer, the Women 
Development Officer and the Cottage and Small Industries Officer will be its 
members. 
Similarly, the chairman of the Village Development Committee (VDC) where the 
headquarters of the district is based, the individuals from the dalit and 
indigenous communities designated by each of the nationally-recognised 
political parties, one representative each of the indigenous communities in the 
district, the representative designated from among the chiefs of the 
district-based NGOs working for the upliftment of the dalit communities by the 
district NGOs co-ordination committee and the representative of the district 
chamber of commerce and industry will be the members of the committee. The 
officer looking after the social works at the DDC office will be the 
member-secretary of the committee. 
The committee?s secretariat will be at the DDC and the remaining working 
procedures of the committee would be as determined by it. 
The committee will carry out works by taking into consideration such other 
inter-sectoral topics also and it can constitute separate sub-committees with 
the stake-holders? representatives while carrying out these works. 
The coordination committee will inspect, supervise and monitor the 
governmental, non-governmental and private sector programmes related to the 
upliftment of the indigenous communities/nationalities and the dalit community. 
It will also co-ordinate the programmes and make recommendations to the 
department concerned through the DDC for enhancing the regularity, frugality, 
transparency and effectiveness in these tasks. 
The co-ordination committee has also been tasked with co-ordinating the 
programmes implemented in the district for the uplift of the indigenous peoples 
and nationalities and dalit, oppressed and marginalised communities in the 
district and prevent duplication in them, mobilising the governmental, 
non-governmental and social institutions and organisations working at the local 
level in identifying the problems of the indigenous peoples and nationalities 
and the dalit communities of specific areas and addressing their problems and 
carrying out the afore-mentioned works by giving special attention to the 
women, children and disabled persons as well, according to the Ministry.
