‘Reservation Bill mere eyewash’ Express News Service Chandigarh, February 24: Chairman of National Commission for Scheduled Castes Suraj Bhan has said the SC, ST and Other Backward Classes (Reservation in Posts and Services) Bill, 2004, which would be presented in the forthcoming session of the Parliament, is an “eyewash to hoodwink people and lacks teeth”. Addressing a press conference in the city today, Bhan said there was no provision for legal punishment in the Bill in case the reservation guidelines were not implemented. He said the Bill had a penal clause; however, no punishment had been fixed in case guidelines were not implemented. Stressing upon the need for provision of punishment in the Bill, Bhan said on becoming an Act, it should be included in the Ninth Schedule to avoid unnecessary litigations. He said non-implementation of the reservation guidelines should be treated as an act of atrocity. He said due to lack of penal provision in the rules regarding implementation of the reservation policy, reservation was not implemented in various departments of the government. Raising concerns over the reports of custodial deaths in Punjab and Haryana, Bhan said all the cases would be investigated and a detailed report would be sought. Bhan said he personally would visit areas in Punjab and Haryana to take stock of the situation. He said the Commission was concerned over rising incidents of atrocities against members of the Scheduled Castes in Jalandhar, Ferozepur, Bathinda, Nawanshahr, Ludhiana and Ropar. He said the mis-representation of general category members in Panchayati Raj institution on false caste basis has also been brouught to notice. He said everyday the Commission receives 100 complaints based on caste out of which 98 per cent complainants were from government employees. He said an awakening was important in the people of villages regarding their rights and with this view, meetings of elected sarpanchs, panches and reserved MLAS would be held. Bhan said reservation should also be extended to autonomous bodies, including the Rajya Sabha and Lok Sabha, and also to private sectors which take concessions from the government. He said the reservation should also be implemented in armed force, judiciary and educational institutions, including technical and scientific. ------------------------ Yahoo!
