State for amendments to ensure reservation
THIRUVANANTHAPURAM: In a significant step, the state government today decided to bring in necessary amendments to the existing service rules for ensuring that the backward communities are not deprived of their job reservation in the government departments and educational institutions in the future.
''The government will amend the KS & SS rule 15 (a) so that the reservation benefit of a particular community will not go to others in the absence of an eligible candidate,'' Chief Minister Oommen Chandy told newspersons here after the cabinet meeting which discussed the Narendran Commission report on reservations for backward communities.
Stressing that an eligible candidate should not be deprived of the reservation benefit in the future, he said ''if a suitable candidate is not available for selection from any particular community or group of communities, such vacancy shall be kept unfilled, notified separately as unfilled vacancy for that community or group of communities for that year and shall be filled by direct recruitment.''
Chandy said the Public Service Commission would publish the list of candidates showing separately the candidates eligible to be selected on open competition basis and candidates eligible to be selected on reservation turns.
''The decision taken today is a historical moment,'' he said and added a decision was taken at the cabinet in this regard after a consensus was reached among the different communities.
Pointing out that all eligible candidates from the backward community would get reservation benefits, he said the PSC's supplementary list for the backward communities would be increased 15 times to accommodate all eligible candidates so that no backlog in reservations happened.
The chief minister said a monitoring committee, on the sidelines of the committee for the SC/ST, would be formed for the backward community. The government had also decided to appoint a permanent commission for redefining the reservation for backward communities as per the Supreme Court order.
Noting that a consensus could not be reached on the backlog on reservation caused to the communities in the past ten years, he said the government was for open discussion in this regard.
Regarding reservations in educational institutions, the chief minister said 20 per cent seats would be reserved for the students of the backward communities in the arts and science colleges. Ten per cent of seats would be reserved for students from the forward communities, who were below the poverty line.
