Fact Finding Report of All India Christian Council - the partner of the
Dalit Freedom Network - and representation of Indian Christian Communities.
Most of the Nithari victims are from Dalit communities

While world was celebrating 2006 Farewell and welcoming Year 2007 with
resolutions, the Indian media once again exposed the news of 38 missing
children of Nithari village of Noida, Uttar Pradesh, just 25 km away from
India's capital city Delhi, latter found to have been murdered in barbaric
manners.

Year 2006 had heart breaking stories like healthy limps amputated by Beggar
Mafias with corrupt doctors, locking up the girl children in dark rooms by
their own parents. Definitely the year ended with horrific stories of serial
killing of children in Nithari village.

After Medias have exposed the finding the skeleton of the missing kids of
Nithari village, the nation has been once more grieved with barbaric killing
of poor and Dalit children. A fact finding team of All India Christian
Council visited parents and family members of the missing children who are
still waiting for assurance of safety to their children.

Political leaders, social activities and public sympathizers came and gone,
but the poor parents kept standing in cold wave of winter in the presence of
Medias. Parents reported to that the fact finding team that there are 38
reports of missing children from Nithari village and skeleton of 17 children
have been so far discovered. Main accused Mr. Moninder Singh - a resident of
House No. D - 5 of Sector 31, Noida and his domestic worker Mr. Surinder who
have confessed of serial murdering of the children, have been arrested. The
actual motive of the serial killing is yet to come to the light. (Left

briefing to Medias.)

Dr. John Dayal - General Secretary of All India Christian Council said that
the fact finding team was stopped by District Magistrate - Mr. Chouhan and
police personnel, fearing that Christian community will extend the helping
hands to the parents and families of the victims. Dr. Dayal said that Mr.
Chouhan misunderstood the motive of Christian representatives' visit to the
parents of victims as motive of converting them to Christianity, which Dr.
Dayal said ill-fated of Mr. Chouhan. The Indian Christians always stand with
pure motive of extending love and care which our Lord Jesus has taught to
love and care the needy.

The parents of the missing children reported to Christian Council's fact
finding team that before Medias exposed their sad stories, their First
Information Report (FIR) of their missing children and family members were
denied by police personnel.

Mr. Dil Bahadur Sahi from Nepal - a resident of Nithari village reported to
Christian Council's fact finding team that his wife Nanda Devi Sahi has been
missing since 31 October 2006. He went to file the report at Police station
of Sector 20 and 31 on same day but he was abused by police personnel that
his wife might have run away with her lover. Mr. Bahadur's FIR was only
taken into police record after two months when the news of missing children
from Nithari village latter believed to be in serial murdering which Medias
have exposed.

Mr. Bahadur is survived with six children and young girl is three months old
and have requested to look after for time being. He believes that his wife
might have fallen at hands of barbaric serial killings.

Like Mr. Bahadur, the parents of missing children believed that their
children could be among serial killings. Parents narrated to the fact
finding team that the complains were refused by police personnel when they
went to register the case in police station. If police could have taken
complains timely, the story of barbaric of serial killing could have been
avoided and culprits punished must earlier.

The Government of Uttar Pradesh has announced to compensate Rs. 5 lakhs (US$
11,100) to each family of the victims who do not actually have bank
accounts. Like Mr. Bahadur, parents and families members are standing day
long in cold wave of winter only to have the assurance of safe return of
their children.

The parents of the victims reported to the fact finding team that 8 parents
of the victims have received the Government compensation while the rest,
particularly from other states wait for their turn without any assurance
whether they will get the compensations.

Medias have reported that Chief Minister - Mr. Mulayan Singh Yadav has not
visited Nithari village, which is just 25 km away from Delhi city in fear of
superstition that in the past any Chief Minister visiting Noida lost their
Chief Ministerial seat.

A parent of a missing child said that the children of rich families and
upper caste living around Nithari village do not get their children lost.
Even they happen to have missing, police, public and government support and
they get their children back home safe, but for us, there is no one to
listen and help. (Right Picture : Parents showing the picture of their
daughter missing.)

Nithari village is a tiny slum like village surrounded by rich buildings in
High Tech city of Noida adjoining national capital city Delhi. Most of the
victims hailed from Bihar, West Bengal and Nepal, mostly belonging to Dalit
communities and minority religions.

Dr. Dayal condemning the unfortunate incident, Nithari is another form child
abuse particularly girl child. He further appealed to Church base NGOs to
come forward and stand with those parents and families of the victims and
extend the service to needy, poor and marginalized communities of Nithari
village. He also appeal to Nepal Embassy, why has not Nepal Embassy so far
appeal the safety of Nepalis living in India ?"

All India Christian Council demands : -

(1) State Government and Central Government should provide trauma counseling
to the parents, family members of the victims and the villagers of Nithari
village who live in sock and the fear of missing their children and family
members.

(2) State Government and Central Government should provide legal aids to the
parents and families of the victims.

(3) High Level of CBI Enquiry must be set up.

(4) Balwadi and Angalwadi for non-school going children must be setup or

The fact finding team represented protestant and catholic denomination of
India Christians. Fact finding team was led by Dr. John Dayal - General
Secretary of All India Christian Council, President of All India Catholic
Union, Member of National Integration Council and team consist of Father
(Dr) Dominic Emmanuel - Spokes Person of Delhi Arch Diocese, Sister Mary
