New Delhi, Jan 11: The CBI chargesheet into the 2005 Gohana riots in Haryana
has revealed that some people in Balmiki Basti had set their houses on fire
themselves allegedly to get compensation.

In its chargesheet against 14 people belonging to the Jat community, who had
allegedly incited the crowd against Balmiki community, the CBI said that the
extensive burning was observed in 19 houses out of the 28 that were
inspected at the crime scene.

Out of these, nine houses were inspected thoroughly and it appeared that in
these houses the "simulated arson" was carried out, which might have been
"to get compensation".

"There was no breakage of gate, lock, doors in these houses. Useless
material like clothes and papers were found burnt in the houses in the
centre of one room and materials were scattered here and there knowingly,"
the 18-page chargesheet said.

It said that other rooms in these houses having costly items were found
intact. Fire was observed in the interior portion of these houses.
"Propagation of fire from one house to other was not observed. No evidence,
regarding propagation of fire was seen at the scene of crime," it said.

Around 50 houses belonging to Dalits were razed in Gohana town of Haryana in
August 2005 in one of the worst instances of caste violence in the state
allegedly to avenge the murder of a financier belonging to an upper caste.

The 14 accused were -- Dalbir Singh, Rajesh Chhethera, Khushi Ram Jolly,
Radhey Shyam, Raju Mor, Pradeep Sangwan, Bhale Ram, Mahipal Khanpur Khurd,
Lahna Nambardar, Manoj Kumar, Karan Singh, Ramesh Kancha, Balbir Singh and
Nafe Singh.

In the second chargesheet in the same case, the CBI booked another 12 people
including municipal councillor Dalbir Singh for an unlawful assembly and
allegedly damaging a government bus of Haryana and a police motorcycle.

The mob looted a liquor shop and also tried to stop vehicles and also tried
to loot the passengers on September 2, 2005 when the riots were on.

Broken promises taunt Worli Dalits

If the Dalit leadership wants lessons in unity, it should take its cue from
residents of 121 BDD chawls at Worli's Ward 190.

Fed up with broken promises, residents have decided to field one of their
own - advocate Rajendra Bhosle - as the BDD chawls' candidate for the
February 1 polls.

About 48,500 residents live in the chawls, which are predominantly backward
caste, and the Phule Shahu Ambedkar Samajik Ekta Manch, a 350-member
association with representation from the chawls, has chosen Bhosle, 35. The
outfit was formed in August 2006 as a "united front" after the Khairlanji
massacre.

Manch president Bhaskar Kamble, 38, says, "Bhosle was elected among 11
applicants with the maximum vote. All applicants were graduates with a
proven record in social work."

Since Bhosle has the support of 115 sports clubs, senior citizen and women's
groups in the area, he may upset the calculations of major political
parties. "We will do everything to make sure the initiative triumphs," says
Bhosle, who also has the support of RPI Leader Ramdas Athawale.

BDD chawls' residents are angry with their incumbent corporators Vanita
Insulkar (Shiv Sena), Suvarna Suryavanshi (Congress), MLA Sachin Ahir (NCP)
and MP Mohan Rawle (Shiv Sena). None of them reside in the area.

"Our community voted for them in the last elections, but they have deserted
us after coming to power," says SB Kankar, 75, a retired government
employee.

Residents want a candidate who will fight to redevelop dilapidated chawls,
solve acute water shortage, unemployment, lack of sanitation, health care
and education.

The immediate task facing the Manch is to garner funds to fight the
elections. "Individually, people have donated Rs10,000," Bhaskar Kamble
says. "We need more money, but we are content we have started a citizens'
movement."
