I don't think I really agree with you, a lot of poetry I have seen that follows 'style' (rhyme, rhythm and metre) is also very boring.
Difficult to do the 'rhymes and chimes' successfully without it sounding forced.
It's equally difficult to write good poetry that doesn't follow the rules.
 
I don't see why we have to stay back in the dark ages of strict meter and rhyme, which may not suit some subjects....if a form doesn't work, one tries another. You will certainly find poets (not all of them Indian, I admit) who like to play with different poetic forms, it becomes a challenge - but it should be fun, not a moral duty. Almost every good poet has had a go at the villanelle, for instance, and also the sonnet, not to mention the sestina, or the ballade..all forms that rhyme. There is an intense feeling of virtue in getting it just right. I have some favourite poems that rhyme, and a lot that don't.
 
Chaucer didn't rhyme (at least, not often). Shakespeare liked his little couplet at the end of a speech, but you will find some of the most poetic bits of Shakespeare don't rhyme at all...Rhyme seems to simply be out of style, these days. Poetry has gotten out of its corsets (or strait-jacket if you are prudish) and has become more fluid. You will often find the rhyme hidden in the middle of the line, I do it myself, there is no reason why it should always be at the end of the line.
 
Just wondering who you have been reading (among the Indian poets, that is) to be so judgemental, but yes, I do agree that the language should be good, if not excellent. Have a look at Keki Daruwalla's 'Mapmaker' for some outstanding examples.

"I believe that the indian poets are missing out on form just like the Nissim Ezekiel group who have a poetry of Statement - imagery is fine but my m.phil was on a stylistic analysis of Shakespeare's soliloquies.
 
So that means i want good language with all the figures of speech chimes and rhymes. Most Indian poets i met abhor this - wonder why. "
