Years ago the home teachers were asked to distribute a pamphlet from the Church called "One for the Money" taken from a General Conference talk by Marvin J. Ashton in a Welfare session. It is the closet thing I know to official Church counsel on money. In it he said:

"Avoid finance charges except for HOMES, EDUCATION, AND OTHER VITAL INVESTMENTS. Buy consumer durables with cash. Avoid installment credit and be careful with your use of credit cards."
