I don't know of a way to do this when you add a file system in zonecfg using the fs resource. However, you can do this by adding the device instead and modifying the zones vfstab to mount the filesystem.
Actually, the intent was to run fsck(1M) in "check mode" using the -m argument. See http://src.opensolaris.org/source/xref/onnv/onnv-gate/usr/src/cmd/zoneadmd/vplat.c#793 for more details. Detlef, did you specify a "raw" parameter for the "fs" resource in question?
