Thanks for the help pset max was at 8 changed it and was able to move 8 
processors to the pset .. 

  pset pset-app
                int     pset.sys_id 1
                boolean pset.default false
                uint    pset.min 8
                uint    pset.max 8
                string  pset.units population
                uint    pset.load 0
                uint    pset.size 8
                string  pset.comment
