few users may ever need. Providing a more specialized "standard"
plugin for a specific customer with that need is what I would do
instead.

Sounds definitely hackish, but could work.

I was only thinking about a decision based on what a single plugin knows as it is executing. I was not even considering plugin order. There are a few pieces missing as well, like you'd probably need a special exception that a plugin can raise which would signal such a veto to the user folder.
