I, myself, have seen a very similar problem -- with Netscape 4.5.1
under Solaris 2.7.

I tried to analyse it, but failed.
I can say, that is was *not* the Netscape image bug
(Netscape sends If-Modified-Since headers with two year digits). 
Inside Zope's "OFS.Image.File.index_html" everything looks fine.
