ok I've followed the instructions there and added these two lines to zope.conf

by the way the only reference to verbose security in the conf file was the text

and then restarted Zope

however I now get a start up error

:\Program Files\Plone 2.1.3\Data\etc\zope.conf"
Error: value did not match regular _expression_: 'ver########################
