Concerning to abcp docs, there is a question on ' , description.

^1/2C is C half a semitone (i.e. a quartertone) sharper than C; would 
this be equivalent to ^,C and ^/C ? I would suggest rather than , and ' 
were for 1 and 3 eight-tones respectivelly (1/4 semitone).
