Lana, Bring the new DC online and seize the roles. As long as the old server will not be brought back online, you can seize the roles without any problem. Check out http://support.microsoft.com/default.aspx?scid=kb;en-us;255504 which describes this process.

Do I need to do metadata cleanup, if roles will be transferred or just let AD naturally clear it up, replicating changes? Is there any gotchas to watch out for?
