"If you decline, network location won't be enabled at all" It's just disabled on the device itself. The carrier can still track you if they want or have a warrant to do so. There's no way except turning the device off or sticking the thing in a Faraday cage to stop that.
As another poster mentioned, if you don't want to be tracked, just don't carry a cell phone.
