Suzanne - I had wondered if that was the reason.

But the problem is not exactly that there is data on the device that
is inaccessible to third-party apps.

The problem is that the accessible and inaccessible data are mixed
together in the Contacts app in a way which makes it hard for users to
see or understand the difference. That is why we have confused users
and apps that don't do what they obviously should.
