I'm doing exactly the same and it's working, at least in the emulator. And
using sdk 2.0 api 6.

This are my android permissions:

    <uses-permission
android:name="android.permission.RECEIVE_BOOT_COMPLETED" />
    <uses-permission
android:name="android.permission.PROCESS_OUTGOING_CALLS" />
    <uses-permission android:name="android.permission.CALL_PHONE"/>
    <uses-permission android:name="android.permission.READ_PHONE_STATE"/>
    <uses-permission android:name="android.permission.CALL_PRIVILEGED"/>
    <uses-permission android:name="android.permission.INTERNET"/>
