Quick workaround for your problem:

proc ::ns_time { } {

    return [clock seconds]
}

proc ::ns_httptime { seconds } {

    return [clock format $seconds -format "%a, %d %b %Y %H:%M:%S %Z" -gmt 1]
}


Just redefine ns_httptime.
