and click the part that says "you may examine their CVS repository via the 
provided web-based CVS repository viewer."

you wind up here:

http://arsperl.cvs.sourceforge.net/viewvc/arsperl/?pathrev=MAIN

at the bottom of that page is "download gnutar ball" which will give you the 
CVS branch you select (e.g. "MAIN") as a tar so you don't have to actually use 
CVS.
