One way to do this is to delete the first 260 bp, and then insert them at the end of the sequence. This can be done in Artemis ("Edit","bases"), and it will change the coordinates of features in any active entries to reflect this. You will need to save them all out individually.

It is a bit fiddly, and success is not absolutely guaranteed, so work on a copy of the data, and check the results carefully.
