Firstly, you need to run the wheel through water and note the variation in
brake effectiveness.

If nothing is noted disassemble the hub and spray Lithium grease onto both
the outer surface of the pads and inside of the drum.

After reassembling the wheel re-check the brake effectiveness.

Again no change may be recorded.

If that occurs throw the thing away and replace it with a disc braked wheel.

I got below from Susanne Dupont of TOST re wheels



Brake cable laid in the most possible direct way but without tight bends

Use a Bowden cable with a set screw

Adjust brake lever at regular intervals

Roughen brake linings with emery paper

Check minimum lining thickness



Another option is the hydraulic actuation of the drum brake wheel ? it is
not such a big modification as the conversion to a disk brake wheel.


I also add I find the original outer bike crap has too much drag.  I always
replace with Teflon lined outer which is available these days. I go to great
effort to avoid the sharp bends by either using a suitable channel of a
plywood former for the curve.


Wheel brake outers can be not thought about during  30 yearly or 3000hry I
find.
