The tar file only has .el files.  So, I presume this is the lisp directory of 
BBDB.

I made a copy of the bbdb-2.35 as bbdb-3.01, untarred this tarball inside the 
lisp directory, and did configure and make as specified in the original INSTALL 
file.

I still got stuck doing the build (trace below).  But, at least, I am a bit 
further along than I was last time.

cd lisp; make bbdb
make[1]: Entering directory `/cygdrive/d/gnu/packages/bbdb-3.01/lisp'
