As far as I know, there is only one effort to devel BBDB 3 namely from Roland. Barak's github repo is just a mirror. I have been using BBDB 3 for quite a while now and feature-wise I have not missed BBDB 2.36(devel). I think focus on BBDB 3 is preferred.
