I guess, I have been able to locate the cause of the problem. mysqldump was re-encoding the table which was already utf-8 encoded. I have added an option in the dumping script to avoid this problem. I believe that the encoding issue is now fixed in the new dumps. Could you please confirm whether your code can read from the new database dumps?
