Does this coincide with a sale locally?  Or are they stealing them for 
meat?
2 ideas come to mind.
Put up a big sign that the sheep are quarantined by the health 
department if you do not have any on farm sales.  Might talk to the 
health dept also.

Cameras hooked up to the internet so you could watch 24 hours a day. 
Hire a armed guard with a shotgun. Shotguns are not traceable.  12 ga 00 
buckshot is the ammo of choice.
