in section e is
1. $ for $PGDATA*
2. ~/.* [ first two entries, from pidgin, are out of order ]
3. $ for $exp_library/expect.rc (expect) and $HOME/.profile (dash)
 - obviously $HOME/ should be ~/
4. /etc/*, /usr/*, /var*

 What I can't tell is which of the '$' variants is preferred (before
~/ or after it ?).  The first is 'e-A.' the second 'e-A' and ~/ is
'e-AA'.

 ASCII and Unicode agree that the order is $/A-Za-z~ so our
stylesheet(s) cannot match that.  Do people prefer to put $ at the
start of the list of config files, or after ~/ ?
