and either a set of USB sound card and speakers or standard head phones; or
(best actually) a set of USB headphones since there considered a external
sound card and have there own drivers that windows will find and install in
98% of cases

you will probably want to learn the commands for a lighter weight screen
reader like NVDA as well, since it seems easier to use in the safe mode
speech operations, but you can set up a cheat sheet and go from it while
using the safe mode operations as long as you know the few basic commands to
"command line/run command"  start the screen reader, for getting to the
desktop,  starting the sheet (I'd just put a shortcut to it on the desktop
to speed things up), changing to a text editor window, and to move in a text
editor reading window

that will give you speech in windows 7, 8, and it has been said XP as well,
though I have not tried the second or last ones yet myself

key F8, this should take you into safe mode.
