Well while I can't state with drivers, I have had windows systems
exibiting strange issues with malware, corrupted systems, and other such
things due to either incorect language or country setting or faulty
hardware.
I have had it where sound, user accounts an a bunch of issues have
appeared on a system only because of a wireless card.
It was so old its company no longer existed which was why it didn't even
hwork.

I had this problem a couple of years ago, and the fix was bizarre yet
simple. I typically keep my laptop closed, but the game will not load
if a laptop is close. I guess it needs the monitor or something?
Anyway, if you're using a laptop that is closed, try opening it and
see if that allows the game to load.
