We use phone and Google Hangouts for our meetings - some people don't use Google products so they just call in to the conference line with a phone which is perfectly fine. Then computer access is usually required to see live minutes (not OS specific). We currently use Google Docs for a few things due to the live collaboration/viewing but hopefully will be able to move to LibreOffice Online at some point next year. That's the technology that comes to my mind that would be required to actively participate in board calls.
