Does any one know exactly why perfectly good e-mail 
sometimes gets placed in the "Undeliv" folder?

Here's the Custom Tag from the Alliare Dev site ...

CUSTOM TAG Description 
This tag, when used in conjunction with the Scheduler in 
Cold Fusion 4.x, will scan the UNDELIVERABLE directory 
of your Cold Fusion Application server for e-mail that 
was designated undeliverable. If it finds any messages 
there, it moves them into the SPOOL folder so that 
another attempt to mail them can be made. The tag also 
returns summary information about each file moved. 
Because some e-mail messages may never be deliverable, 
the tag will delete messages that are older than a user 
defined date range.
