Another thing that may have been relevant are the class paths - you may want to check if this option is selected in the CF Admin, (Caching > Save Class Files ).
According to the notes beneath this item, "When you select this option, the class files generated by ColdFusion are saved to disk for reuse after the server restarts." So this could have been a factor. I have restarted my app server as well as my computer, and cleared all custom tag paths, template caches, etc. As soon as I access this one particular page, it happily loads 2 other CFCs from the correct path, and then ignores the file in the same directory. So I just decided to reinstall ColdFusion, and it works now. Not exactly a great solution, but it only took 45 mintues, so I guess I'll have to debug it some other day (hopefully never).
