This may be presumptuous (both for myself and for the project's
readiness to release), but I'd like to volunteer to help in executing
the actual release process.

I've been reading through the ASF release management process
documentation [1] [2].  We have a good bit of admin-istrivia to cover
off as part of the process.  I know that John Kinsella volunteered to
help with the version number changes and release branch creation.
John, perhaps you and I can work together to deal with the other
items?

Along that line, I've followed the ASF documentation for creating a
PGP key for myself.  Others that wish to sign the release artifact
should do the same.  I've added my public key to the
incubator-cloudstack/KEYS file on the master branch [3].

Unless anyone objects, I'll start putting together the suggested
release documentation that we can follow as a group.
