Can you attach that project?  I'll test it out under similar conditions.
Are you using the free version of visual studio?

Yes, I'm using 2.8.7. I've tested it on a very simple project
(essentially just a Hello World with one lib and one exe), from an empty
cache/build dir, and am still seeing the problem.
