I think it's doable. It's just not trivial. Simple pattern matching should give a reasonable approximation for corner spats at the start of the game. Feeding group safety into an overall evaluation should be able to give tenuki plays. Books on opening theory seem relatively straightforward. I've neither coded it into my bot or mastered it in my play... So it could be tougher than I think it is ;)
