Not to my knowledge.

/etc/courier/queuetime is how long courier will try to send a message before 
giving up.  retryalpha (and friends) control how often courier tries to send 
a message.  Check out "man courier" and search for "queuetime" and 
"retryalpha" for the full explanation.
